The following outlines how Fred Brown Recovery Services residential and outpatient treatment programs operates in accordance with and is guided by the “best practices” as identified by the National Institute on Drug Abuse (NIDA) and adopted by the County of Los Angles, Department of Health Services.

  • No single treatment is appropriate for all individuals.  Fred Brown Recovery Services takes a very diverse treatment approach.  The treatment team of certified substance abuse counselors and other professionals, though they share a common goal, bring different philosophies, perspectives and disciplines to the therapeutic process.  The program maintains flexibility in its setting, interventions and approaches with the goal of maintaining responsiveness to each individual’s particular needs and situations.  Use of the Bio / Psycho / Social Interview (Calif. ADP) and the addiction Severity Index (ASI) instruments assist the development of individualized treatment plans and identify what auxiliary and supplemental services would benefit the participant.  Progress is documented and treatment plans are revised according.
  • Treatment needs to be readily available.  Fred Brown Recovery Services’ intake specialists are focused on assisting individuals and families at overcoming the roadblocks and perceived barriers to treatment.  Residential treatment admissions may be processed 24 hours a day.  Intervention services are geared to provide immediate and direct transportation and admission to the program once the window of opportunity is open.
  • Effective treatment attends to multiple needs of the individual, not just his or her drug use.  Fred Brown Recovery Services believes in taking a holistic approach to recovery and therefore encourages the patient to work on the “whole person”.  Participants are assessed to determine their strengths and weaknesses in their physical, emotional, spiritual, vocational, and social potentials.  In an effort to establish and maintain balance and harmony, the patient is directed to work on areas where there is lack or over reliance.  Continual assessments help determine the range and scope of services necessary beyond drug use.  Fred Brown Recovery Services provides in-house assistance with some of the common ancillary services most often associated with alcohol and other drug abuse treatment, such as relapse prevention, anger management, domestic violence education, family counseling, parenting, vocational counseling, health education including tobacco and STD’s and general life skill building components.  Formal cooperative agreements and both formal and informal relationships with outside agencies facilitate referrals to an extended range of services.   Fred Brown Recovery Services brings all needed resources together to form a point of engagement for the client.
  • An individual’s treatment and services plan must be re-assessed continually and updated as necessary to ensure that the plan meets the person’s changing needs.  As a relatively small program, with a high counselor to client ratio, great emphasis is placed on providing the kind of individual attention each participant may require.  Fred Brown Recovery Services assigns each patient to a primary counselor who takes responsibility for the patient’s case management needs throughout the treatment process.  Because the counselor meets with the patient daily, they are able to recognize changing needs and recovery issues and implement these into the individualized treatment plan accordingly.  Individualized treatment plans consist of both short and long range goals.  Progress is documented continually and weekly updates, re-assessments and revisions of the treatment plan, ensure a person's changing needs are adequately met.  Participants are encouraged to maintain contact after discharge to ensure aftercare needs and concerns are also met.  Supplemental services during the course of treatment are identified and are based on and appropriate to the individual’s age, gender, ethnicity, culture and other individual factors.  These services are available either on-site or through relationships Fred Brown Recovery Services has developed with agencies providing medical services, mental health, family therapy, childcare, vocational rehabilitation, employment, emergency food and shelter, social and legal services and others.
  • Remaining in treatment for an adequate period of time is critical for treatment effectiveness.  Assessment instruments assist in estimating the appropriate duration of treatment for each individual.  Fred Brown Recovery Services’ residential program is designed as a 90 day treatment program in accordance with research that reveals the threshold of significant improvement is reached for most individuals within that timeframe.  Aftercare and the establishment of a continuing recovery support network also play vital roles.  Fred Brown Recovery Services utilizes senior residents and the alumni network to help the newest participants.  By sharing their personal recovery experiences, alumni encourage the newcomer to form a realistic understanding of the commitment that their own recovery demands.  Supportive family members, comprehensive counseling, and family visitation are also employed.  Staff facilitates professional and group interventions for persons at risk for leaving prematurely.  Strategies are developed which address both internal and external barriers to treatment and issues which may defocus, distract and lead to participants leaving the program impulsively.
  • Counseling (individual and/or group) and other behavioral therapies are critical components of effective treatment for addiction.  A variety of both cutting edge and time tested rehabilitative behavioral therapies and techniques are employed with the goal of assisting the participants in changing destructive behavior.  Participants in residential treatment attend a 90 minute primary therapy group every morning Monday through Saturday.  In these groups the patient is directed to look at the consequences of past behavior and, with the help of their group peers and counselor, discover and implement more appropriate behaviors and coping strategies.  Additional encounter groups and educational sessions focus on the disease concept, self-esteem building, relapse prevention, anger management meditation and stress management.  One on one counseling sessions are scheduled as behavior and progress dictate.  Participants are encouraged to avail themselves of the family counseling available both on-site and through referral and to bring significant others into the treatment process.
  • Medications are an important element of treatment for many patients, especially when combined with counseling and other behavioral therapies.  Fred Brown Recovery Services supports the use of medications in assisting patients to establish and maintain a physical and emotional state that will be conducive to treatment.  While many patients will not require medication, an assessment indicating the use of prescribed medications in combination with behavioral therapies can be highly effective for those that do. Through consultation with both inside and outside staff, the appropriateness of medications is evaluated on an individual basis.  Fred Brown Recovery Services safeguards and assists clients with their medications to the maximum extent including transportation to outside medical appointments and pharmacies to drop off and pick up prescriptions.
  • Addicted or drug-abusing individuals with co-occurring mental disorders should have both disorders treated in an integrated way.  As a drug and alcohol treatment facility, we address the addiction as the primary disease.  Experience shows that as the patient is able to establish and maintain abstinence from mood altering chemicals their attendant personality disorder can be treated more successfully.  Clients are encouraged and assisted in obtaining assessment, appropriate treatment and follow up.  Psychiatric appointments are facilitated and transportation is provided.  Fred Brown Recovery Services works collaboratively with the mental health professional to ensure both disorders are treated in an integrated manner.   Fred Brown Recovery Services encourages, supports and facilitates the treatment of coexisting mental disorders through formal and informal relationships with San Pedro Mental Health, the County Department of Mental Health, through a contract with the National Mental Health Association of Greater Los Angeles, Harbor-UCLA, the Parole Outpatient Clinic (POC), Veterans Administration and private medical and psychiatric professionals. 
  • Medical detoxification is only the first stage of addiction treatment and by itself does little to change long-term drug use.  Participants must be detoxed and medically stabilized before entering the long-term residential treatment program.  Fred Brown Recovery Services recognizes that acute withdrawal from some substances needs to be medically monitored and at best can interfere with optimal participation in residential treatment.  Participants are assessed for the need for detoxification based on their usage history.  When necessary, referrals may be made to appropriate medical detoxification.
  • Treatment does not need to be voluntary to be effective.  Client motivations to seek treatment come from a variety and combination of sources; family, legal issues, employment, health, criminal justice system, social services and others.  Fred Brown Recovery Services has extensive experience in treating clients who are admitted on either voluntary or in-voluntary basis.  Our experience shows that recovery rates are basically the same regardless of the patient motivation for entering treatment. Once in treatment, participants are encouraged to explore the course of their lives and their attendant feelings.  The participant is assisted by educating and confronting them on their denial through the use of interventions by staff, fellow participants and supportive family members.  Participants are most often able to come to a realization that improvements can be made as they become willing to work on making changes.
  • Possible drug use during treatment must be monitored continuously.  Fred Brown Recovery Services recognizes drug use may occur during treatment.  Fred Brown Recovery Services uses monitoring both as a motivator and evaluation tool.  Monitoring is an integral part of both the development and adjustment of participant’s treatment plan.  Monitoring is performed randomly, with cause, and by request from the courts, employer, or social service agency.  Drug use is monitored by both on-site and laboratory urinalysis.  Often, participants will acknowledge their lapse when confronted with preliminary on-site results.  Preliminary on-site drug screening affords the opportunity to confront the participant and address drug use immediately, before additional lapses occur and to protect other participants.
  • Treatment programs should provide assessment for HIV/AIDS, hepatitis B and C, tuberculosis, and other infectious diseases and counseling to help individuals modify or change behaviors that place themselves or others at risk of infection.  Fred Brown Recovery Services works in conjunction with outside agencies, such as, the Department of Health, San Pedro Free Clinic, Harbor-UCLA and the Los Angeles County HIV Mobile Testing Unit to provide in-house education on all communicable diseases with emphasis on those associated with drug use.  Education is used to increase the patient’s awareness of risk factors, assessment of high-risk behavior, symptoms, and availability of treatment and confidential counseling.  Routine testing is provided for HIV, hepatitis, and tuberculosis.  Fred Brown Recovery Services also assists participants with outside health appointments and support groups.
  • Recovery from drug addiction can be a long-term process and frequently requires multiple episodes of treatment.  Fred Brown Recovery Services understands relapse may be a part, although not necessarily inevitable part, of the recovery process.  In recognition of this fact, Fred Brown Recovery Services has developed its’ relapse and readmission policy accordingly.  Participants are encouraged to use their relapse as an opportunity for learning and to share these realizations with their treatment peers.  Fred Brown Recovery Services believes easy access to and participation in aftercare activities including self-help 12 step groups, AA / NA sponsorship, sober living homes, alumni groups, and the on-going availability of individual counseling is essential in the development of a strong recovery support social network and ultimately, the success of the individual.
